Galoshes were really used everywhere before, because asphalt / tile pavement and pavement are relatively recent progress in our country. Previously, city dwellers suffered from slush, since attention was paid mainly to sidewalks on the main streets (they were planks) and pavements (cobblestone). The rest of the space was simply trampled ground, which constantly became limp.
Step aside from the sidewalk - and you step into the liquid mud.To make and even completely ruin the shoes or other "ceremonial" shoes was like two fingers on this same asphalt. So they put on galoshes.
