If you lower the voltage to 10v then the heating is normal, but the brightness drops significantly, tell me great minds, please, what to fix?

"91 three" so how many LEDs in total? and which (where are they taken from, etc.)? Your resistors are on (by the appearance of MLT-0.125). The dependence is non-linear for the lights ... In the connection (12v) 100Ω + D1 + D2 + D3 measure the voltage across the resistor 100Ω. If U => 4V, then P> 150mW (the resistor overheats).
The LED at 30 ... 60mA will warm up ... They put a gasket on Al, or a wider copper foil (track) ... And what is the main lamp there - halogen? She warms well. But the lights are afraid of overheating ...
For efficiency with these (specific) lights, you can try 4 lights in series and a resistor of ~ 51 ohms. Check for voltage (from source) +13 ... 14v
