First of all, the author disassembled the old instrument (Pliers).
After a little bit of angle grinder work. Giving the desired shape to the lips.
Then he removed all unnecessary.
After processed blanks on the petal circle.
The result is such a couple of details.
Then the author made one hole in each of these parts.

Then connected both parts using metal plates.
Fixing them with bolts and nuts.
Then he took another bolt and made a hole in it, as shown in the photo.
In the center of the connecting plates, the author made an additional hole.
Installing a bolt with a hole between the plates, fixed it with a rivet.
After installing the nuts on the bolts.
And cut off the extra part of the bolts.
Like that.
After he took a couple of connecting nuts, and screwed them onto a bolt.
Then welded the nuts together.
Processed the seam.
And installing this nut in a drill.
Processed it on a petal circle.
Like this.
After the finished nut is installed in place.
And all the hour vise is ready.
