Yes, most likely, they just have a weak transformer. They hung some kind of “ohmik” (OMP-10) from the high-voltage one, removed one phase and distributed it to five houses ... And there it is only 10 kVA. One neighbor cut a load of 2 kilowatts - already the others have a bit of a phase "lay down" .... So, really, the matter is not in the wires. (Which pipes do not let go, and if there is no pressure, you won’t fill the pool))))). And the phase is one !!!
(Such a conclusion was drawn from this phrase: "Moreover, I can cook on the other side of the village, and the light will blink all over the village to the other side."

I cook with an inverter and in the house on and a computer and a refrigerator and a TV set. No problems whatsoever. Moreover, the computer has no uninterruptible power and does not cut anything.

Something seems to me that this is the trouble of wiring in the house, not the line to the farm. Where did you measure the voltage? On the burnout from the meter, or at the outlet? Maybe you have thin aluminum wires there since the days of the USSR?

I got out of the situation with a relay stabilizer. "Resanta" 1.5 kW clings to the wall. Suitable for the price and was in the store. It is powered by a refrigerator and two computers, as the most tender of household appliances. Rake in that it regulates very roughly, at the moment of switching the light blinks a little, but this is still okay, the main thing is that the voltage floats all the time and the stabilizer clicks relays almost continuously. Accustomed of course, but at first it was very annoying. Yes, and the resource for such work with the relay is not great. One has already changed, hmm ... for more than three years, the truth has survived. But, in the stabilizer there is protection against abnormal network deviations, several times this saved the life of the refrigerator. The last time there was a joke at all - a buzzard threw a piece of aluminum wire onto the wires near the house.
Do not think that I recommend the resident, in any case. But I'm afraid that alternatives of about the same cost will not be very different.

Install the relay type, the best value for money / features / quality.
Keep in mind that, in most stabilizers, the output is 220 + -8% (202-237v).
Choose from what is in the city.
But even finer, the lower the input voltage, the lower the output power. Take 1 kilowatt or 2 kilowatts.
Undervoltage is less than what it will do with your equipment.
